About this template
Overview
Turnstile is the statutory safety file of a sports ground—the record kept jointly by the ground safety officer and the local authority's Safety Advisory Group that documents the facility's safety certificate, authorised capacity, and all conditions governing lawful admission. The app calculates and tracks how many people may be admitted and exactly where they may stand, deriving all capacity figures from sector-by-sector physical capacity, reduced by safety-management and physical-condition factors.
What you get
- General safety certificate with issuing authority, certificate number, issue date, next review date, and attached conditions with compliance status
- Sector register listing every stand, tier and block with seating or standing designation, gangway and exit widths, and calculated capacity figures
- Exit and evacuation record with exit routes, widths, flow rates, calculated evacuation time against the eight-minute standard, and emergency evacuation time to place of safety
- Turnstile and entry record tracking admission rates per hour, counting system status, and reconciliation of counted admissions against authorised sector figures
- Stewarding plan showing steward numbers required by ratio versus numbers actually deployed
- Inspection and test regime covering structural inspections, annual engineer's reports, barrier load tests, and turnstile counting tests with pass/fail and retest dates

- Contingency plan register for fire, bomb threat, pitch incursion, power failure and adverse weather with last-rehearsed dates
- Incident and near-miss log per fixture and Safety Advisory Group meeting record with attendees, actions and deadlines
- Safety officer's portal displaying current fixture, open sectors, deployed stewards, and live admission reconciliation
- Orthographic plan of the ground with sectors state-filled, amber hatching on restricted sectors, signal red on prohibited sectors, and dimension lines annotating exit widths
The signature screen
The safety officer's portal is the live command centre during match day, showing the current fixture, which sectors are open, stewards deployed across the ground, and real-time reconciliation of admissions against the authorised figure for each sector. This screen ties together the entire statutory file—turning static capacity calculations and safety plans into a dynamic, fixture-by-fixture operational record.
Who it's for
Turnstile is for ground safety officers and local authority Safety Advisory Groups responsible for maintaining the statutory safety documentation and capacity management of sports grounds.
