Restore app table data from a backup

Restore an app's database tables to a previous snapshot after rows are wiped, corrupted, or changed. Today the supported backup is a manual CSV export per table, and putting data back is a manual re-import through chat. There is no one-click restore and no published platform rollback of table data.
