Don't charge credits when the builder has to correct its own mistakes

When a builder generation introduces a mistake, later turns that only correct that mistake — or that only point the mistake out — still consume workspace credits. Builders would like those correction turns not to be billed, while still paying for requested improvements to the original idea.
